ACBR team fact finding trip to Jalalabad

The Ministry of Commerce and Industry (MoCI) has opened a Central Business Registry office at the Kabul office of the MoCI that is offering “one-stop shop” for business registry, granting Tax Identification Number (TIN), and Gazetting.

The Kabul registry addresses the registration problems only in the city and does not simplify the registration process for the business community located elsewhere in the country. While expansion of the simplified registration process is certainly desirable, a number of factors are needed to be addressed in order for such a roll out to be implemented effectively and efficiently. These include: human resource capacity, reporting, information management and sharing, payment processes, outreach, physical infrastructure, technology, and local cultural dynamics.

Once we obtained Ministry of Commerce and Industry agreement for expansion of CBR a team of 4 BE employees and 1 Ministry employee were sent to Jalalabad from March 9- 12 to visit and meet with the government officials and private sector.

The team had a successful visit. They contacted high provincial and city officials including deputy governor of J-bad and government entities like the TIN office, Revenue Dept. of MoF, Official Gazette Office of MoJ, Commercial Court, Trader License branch of MoCI and DAB to seek their cooperation to create a one stop shop in J-bad. The team also visited AISA, ACCI, EPAA, AIMS, and delivered presentations to private sector, government officials and media. The team already have secured an office space and identified what is required to launch ACBR office in J-bad.
