Licensing of a Foreign Business:


The ACBR registration process and fees for foreign businesses are the same as domestic businesses.  However, licensing steps may vary for foreign-owned businesses.   The supporting documentation for obtaining the license required by the Trader License office located in the MoCI is listed below.  Those foreign investors or companies dealing with investment-related sectors including services, consulting, logistics, transport can obtain the information from AISA (Afghanistan Investment Supporting Agency)

  1. If a foreign national seeks trader license the following documents are needed:
  • Criminal background check.
  • Bank guarantee.
  • Copy of passport from country of citizenship with valid visa.
  • 4 color pictures of the president, vice president and their representative.
  • Article of Incorporation if applicable.
  • Power of attorney if necessary.
  • All these documents need to be notarized and also attested by the Ministry of Foreign Affairs of their country and Afghan Embassy or Consulate. A referral letter will be issued to the Trade, Transit and Investment Directorate of the Ministry of Foreign Affairs of Afghanistan.

  2.  Foreign businesses to open a branch in Afghanistan need the following documentation:
  • Background clearance of the company attested by the Chamber of Commerce of that country.
  • Bank guarantee of the company attested by the Chamber of Commerce of that country.
  • Copy of passport from country of citizenship along with valid visa of the president or vice president or their representative in Afghanistan.
  • 4 color pictures of the president, vice president and their representative
  • Article of incorporation of the company (if incorporated).
  • Power of Attorney (needs to be translated into Dari or Pashto).
